The side effects of adding a new herb to the game would be quite inconvinient
to any alchemists who see their potion formulas change _again_. Any other
herb-using guilds (druids, rangers, merchants, and the *secret* guild, you
know, _that_ one) that used plants would also feel it as plant rarities
shifeted around. In addition to this, many of the effects this "athelas" is
supposed to have are already in the game, for example the ranger skill "make
bandage". Perhaps later, other skills that involve plants will be added to
rangers, druids, etc. as agame balance and RPG feel calls for them. But adding
a new herb is a real pain and reserved for special circumstances.
