News ratings are disabled due to a few moro... people who are just simply
triggerdownrating all articles.
Make it so that you get 1 rating point to spend per post you've written

That's just too abusable. Somebody (the same type to auto-rate) would spam a
newsgroup to do the ratings. But a rating cost would be neat. 1k to rate a
message.
