There is nothing preventing the players from doing this now. Of course the
admins don't have to listen to your council, but we wouldn't have to even if
we officially supported such a council. Basically, form you council on some
yahoo group, and once your council has your official position why not post it
here.
I just don't see it worth the effort of officially supporting such a council
(in terms of code), and as an admin I would never give the council any
binding input but I'd at least read it. It would definetly be easier than
wading through tons of ideas-wanted posts, the most of which are just typed on
the fly without a lot of _serious_ thought. (much like this one
