remove zero overworld ep cost. race rocks too hard with this bonus. even
without, is still very powerful race. i am proof.

I'd rather see zero overworld EP cost for all races.
"movement points" is just soooooooooo DIKU-mud!
(and yes, I know this is an old idea, and yes, I know back in the good old
days it was that way and I also suspect the reason for implementing movement
taking EP was to reduce lag and thus is comparable to the "walk command or
not" issue).
IMHO, of course.

Actually i'd like the ep cost to be upped alot for walking in the outerworld
so that i'd have something to do with my expensive boat..
