Some of the outerworld descriptions allude to hidden animals, hollow trees,
etc. I think that some outerworld rooms could give access to a rather generic
area composed of 10-20 non-explore rooms, but that are of the same land type
that the entrance room is. These mini-areas need not have a visible exit in
short room desc, but if a player searched, or examined some background object,
they could find it. Lastly, the mini-areas could resemble Well's area (which
led in part to our current outerworld) and have a higher density of outerworld
animals in it.
