Make exp tune affect 2-5k mobs, soloing is too effective.

I'd say that soloing is by no means too effective exp-wise, at least not for
me. Being a lowbie and a member of a guild that is one of the best-suited
guilds for soloing and not so well suited for partying, I still frequently get
better exp-rates when I party, though partying is in my experience a fairly
risky business, even with a proper healer, because 20-50k party mobs that
actually yield rate naturally are a lot more dangerous. Even if the most
common means of exp-partying nowadays is based on keeping the mobs stunned all
the time and beating them to death while doing it, us suck-ass lowbies can't
hack it like that, and if the big'n'mean party mob happens to score a lucky
crit, it really shows you where it hurts. Soloing is a slow and tedious but
safe way of gaining exp for most of us, and getting some small cash while
