After some consideration I don't think my first parry tweak was so good. So I
quickly changed it.

Here is how it is:
Parry 51 will lower attack speed by 50%. Parry setting has no effect on you
chance to hit during combat. (Things like harm and other code remain as they
were before this tune). also the chance to actually parry a hit was increased
just a little bit.

Feel free to start some intelligent dialog on these 3 battle tunes in bs or
something if you like.
