Exp bonus pool now charges in one hour increments instead of 24 hour
increments. The amount of charge is directly proportional. Specifically and
in plain english:
Old system: every 24 hours you got 300k to pool
New system: every 1 hour you get 12.5k to pool
12.5k * 24 = 300k
increments. The amount of charge is directly proportional. Specifically and

New system: every 1 hour you get 12.5k to pool

ugh, as usual I forgot to mention, but wait until boot for this to take effect
or quit/re-enter
