I have made some changes o the bug/typo/idea commands to allow
better communication between reporter and reportee. Specifically,
you may now make comments against reports using:
bug/typo/idea comment <num>
If a wiz receives a report that they need to clarify, they will
comment and set the report to state 'INFO'. If you answer via
the comment mechanism, the report then gets set to 'RESP'. This
should enable us to better clarify reports and resolve them more
quickly.
