beginning on the 17th day of Teliminus, a ban will be enforced on the portage
rights to major continental trading centers of any pirate vessel reported to be
involved in recent combat activity. Harbormasters have enlisted the help of a
few mages to put into place magical barriers aiding in enforcement. While
outcries of pure protest have already risen from the scoundrelous pirating
community, it is rumoured that pirates around the realm are beginning to
mobilize in outrage against such a decree.
