I've given 'sailor signal' some really neat changes, some of which have been
long overdue[/promised]:

1) You may no longer signal your ship from another continent, this was a
bug...no cake for you.

2) You can now signal your ship in a variety of situations, providing you are
on the same continent. Basically as long as you are outdoors and your ship is
summoned and in a harbor or outdoors...it will come to the 'entrance' of
whatever area you're in if that is the case. By outdoors, I mean "what the
respective coder of your location deems properly/improperly as outdoors."

3) Ships will now auto-launch out of harbors and player cities so that they are
able to cruise to you, this also includes those transitional terrain borders
around player cities.

These changes will at least require a "quit real"+re-enter, and I
suggest a dock+re-summon as well.
