Are the abliities granted by this supossed to last all boot? I they are then
the infravision one is broke.

Too easy to abuse, simply go kill piles of entropy mobs to improve your
character. And as far as spcost, a higher % lowers it. People spend some 20m
on eq to do that. I would think the only way to fairly improve anything in
this manner would be with a rep system that resets on reinc...but who wants to
lose rep on reinc?
