I find this silly that players camp um any cash,key what ever monster with
idling at area. I'd like to hear from wizard perspective is this legal or
illegal?

It is not illegal for someone to 'camp' a monster/item unless they are doing
something illegal in the process, such as using triggers, macros, timers, etc.
to initiate something in their absence. It is not permissible, however, if the
monster in question is aggressive by nature and will automatically attack when
it spawns.

Woah, wait, you aren't allowed to stand in a room with aggro monsters if they
repop? What if you are actually there and watching the screen chatting to
people waiting for a repop. Especially in no-escape rooms....? If you can idle
then type "kill gaward" why you can't idle at aggro mob then type "use cold
ray at groll" ? May we have some elaboration please.

Ah, Gore clarified this issue and my misunderstanding, here is the transcript
for those interested:

Gore <bat>: its perfectly fine to sit in a room waiting for an aggro mob to
spawn and then your computer makes loud noises and screen flashes and you take
over when the aggro mob spawns

Gore <bat>: but if you sit there for 2 hours, automatically kill the mob every
time it spawns without your involvement, get the exp, loot its stuff etc then
thats not ok :)
