Does the MIP penalty for secondaries apply when the actual secondary character
is casting it on himself? I'm guessing it does. With that being said is that
tune necessary? Who cares if someone spends an assload of cash to MIP themself
up? Maybe this should be in flame but I'm more trying to understand why that
tune is there. I'm wanting to go merch on my secondary once i hit 20mish and
see if i could mip my way up with the money i make and wish that it would be
possible. That is all.
