This arcane skill allows you to use your racial actions, such as "elf joy",
while in spawn form. The chance to fail is high, but since right now the
chance to fail is 100%, anything is technically better. Also the chance to
fail drops SHARPLY when our skill% gets higher than your level.
Not everyone will feel the need to train this skill. That's fine. Those of you
who want it, now have that option.
