It would be nice if there were some post somewhere when effects of
skills and spells are changed. For example, I've been making drugs
for a number of years and the output is always the same. Dependant on
your mix drug skill you get a range of 4 stats, such as from 19 to
22 bonus. This batch I've made had about 10% of pills that were either
17 or 18 bonus. As of a couple of months ago, since the last time
I made some pills, something has changed and I don't recall any sort
of inform about it.
I'm using this as an example, but there have been other changes also
that have not been announced in the past and it gets frustrating
as a player to have the rules change and no way to see when that
happens.

I agree that significant changes to popular, or even just mortal-accessible,
skills should generally be made public. I've generally tried to do that
myself. Not every change is deemed major, but I get why someone would be
concerned about an apparent downtune with no reason given.
In the case of mix drug, the skill was last changed in 2018, by me, when I
added event eq that extended pill duration. The skill has not changed in the
last four-ish years. That specific change you're talking about isn't on the
skill's end. But the fact that you got **AMBUSHED** by a gremlin dual-wielding
bad luck sticks doesn't change the overall message.
