A few changes based on comments given in-game instead of in emails like I
askeed <glares>

1) Scrolls found in random treasure were sometimes giving target-only spells
like protect armour. That...wasn't actually my fault, but it did sound like it
needed fixing. Wands and potions should still give those.

2) As much as I would love to create an algorithm that would ask each player
individually which spells and skills that _they spent their own XP on_ they'd
rather not see boosted...that's basically impossible, or at least, impossible
to get correct. So instead, bonus-granting items will still pick at random,
but will have a high chance to grant 4 skills/spells instead of three.
Specific racial items are not affected by this change.

3) Bonus-granting items you don't like can now be sold for IE or cash.

4) Some of the monsters and treasures had their level set to "minimum" by
accident and should now scale correctly with floor layer.

5) No, I'm not tuning the orcs. If you're surprised an attack called
'magic-killing lightning' on the lowest level is capable of one-shotting a
magically-summoned minion with 10+ spells on it, that's not my fault.

6) I swear, I tried, but I haven't figured out how to turn the backpacks
orange yet. I'll keep looking.
