The Library Bookshelf should no longer accept doctrines that are regular
doctrines that have not been donated to the library through Lucas.
I have added some more logging in order to monitor the influence system better
and thus secular influence has now been revised a bit. Spiritual leaders earn
a bit less influence from now. Also rank based influence has been diminished a
bit. The surplus influence that becomes available from these changes is
gainable through other ways that are the same that have been before.
