guards work to discourage raiders. so does pkilling. both are legit. one costs
a lot of money and encourages raiders to loot elsewhere, the other costs you
your gear but discourages raiding altogether. perhaps an ss that avenges the
robbed is in order. might nip it in the bud altogether.
