Would lottery winners be allowed to sell or transfer their permit to others?
Would there be some sort of \"You must be THIS POWERFUL to enter this
lottery!\" provision? What would happen if someone entered the lottery, won,
but was unable to use their permit in a timely fashion -- could there be a
backup winner, etc? Would there be a cost to entering the lottery, gold or
xp, or would it be free? (If a cost, should people be allowed to pay more for
a better chance of winning?) Could people turn in multiple lower level / more
common permits for a higher level / rarer one? Should permit availability be
allocated against guilds / types, e.g. so many permits for tanks, so many for
healers, so many for blasters?
Oh, wait, you didn\'t want this to be taken seriously, did you?
