I could see an argument for that on either side. The giant already hits
harder with the weapon ddue to his strength. The speed could be interpretted
as consequence of the fighting style the weapon requires for usage. Of course
an argument could be made that dex should affect it too.
Right now I don't want to do it because it is too much change at once. Part
of the reason it was added as a constant speed per weapon type was so i can
get the system in place without radically changing the damage the weapons do.
As time goes on, and we see how it is working I'll consider letting various
factors alter the speed somewhat.
