Hi..

Maybe some races could have slight weapon speed bonus at certain weapon types.
dwarf with axes, giant with 2h swords etc. Guild levels could also boost some
type of weapon speed. Rangers could have long/short blades for example.
(talking about slight bonus *wink*. and yeah this would be nearly the same as
stat based attack speed idea)

Last but not least monks would do little better compared to brotherhood of
black cats if they had some bonus to unarmed kicking and screaming speed
because WE dont have haste/quicksilver.. eh hrr.. did i say we..
