Can Stable code be looked at?
Current storage fee is for an unlimited time.
This allows a player to lock a stall indefinitely, which can occur if player
quits, suicides, rebirths, reincarnates, refuses to release the slot or any
combination of the previously listed.

A player renting a stall can allow others to claim mount, but the building
owner has no such controls.

Suggested changes:
Add a time limit to slots like rent hall.

Allow city/room owner to limit stalls a player can use.
or
Allow permissions to be set on a stall by stall basis.

I've been told in the past that the work around is to simply have stables in a
restricted area so that random people cannot store and retrieve at will.
I suppose that works somewhat, but it really doesn't solve all the issues.

I'd like to be able to offer stabling to the public without having individual
players abuse or inhibit stall use, but the current code simply doesn't allow
for it.
