How about giving every background certain random
skills/spells during each reinc?

For example nomads could get 5 different skills
to random 5-20% from given list of 15+ different
skills.

With this addition, reincs would certainly get
some needed spice.

Problem is that "Aww crap i didnt get stunning manuvers! wanted reinc!" would
be quite popular then.
