Like said, batmud shouldn't punish player for not reincing. However,
more importantly for myself at least, BatMud shouldn't punish players
for reincing either. Which it does. Repeatedly:
Reincing costs money. Alot. Especially the new quickstart-the-reinc-
with-mip. And exp (ask Shar). And, mainly: in really many guilds you
lose some rep when reincing, rainging from 5% (tarm), through 50%
(barb), to 100% (channus). Losing rep in reinc is mostly really stupid
(some 5% penalty is acceptable). If somebody stays in one guild, he'll
end up with more rep than reincers, even without those
reinc-penalties.
Check Mage guild for example. Doing one mage reinc, then doing
something else progresses your mage career for future. Doing
barb-reinc doesn't (let's face it, barb eldership isn't really
attainable for most people (reincaholics)).

PS: Last year I spent roughly 20m gold in guild advancement, and maybe
70m exp in reinctaxes. I paid those prices, should I be punished more
with losing rep too?
