new command: party countries

Shows the nationality of everyone in the party (if
registered)

No need to ask 'is everyone fin/eng/E.T' :).

Implemented as 'countries party' since attempts to implement it as proposed
caused *COUGH* unforeseen *COUGH* difficulties forcing an extra reboot.
