Could we have a command called 'spammer <target>'. This would
immediately report the target to a dedicated wiz channel and
perhaps log the targets last 40 commands in a temporary buffer
for someone to see. This wold perhaps lessen the time it takes
for a spammer to get a flying finish, and reduce the urge
to spam unreasonably.
