Because, at the time most of them were coded, they were areas for you to go
beating the crap out of people. Obviously, things have changed.

Now, the maintainers of the various cities may choose to upgrade the cities in
the months to come, because let's face it, that new citymap thing Gore made is
_awesome_. But right now, the areas work, and the main concern is fixing
things that don't work. So, give us some time. We very well might upgrade.
