How about, giving us some navlike small guild wich would allow us to ride with
some regular animals in outworld only? And of course with some puny skills in
animal handling riding to combat wouldn't be very smart move.
The guild could contain skills needed for riding and keeping your mount in
somewhat happy state. I think that most of normal races should be able to
learn ride and take care of some animal without being some beastmaster or such
expert of taming/handling fantastic creatures.
And with regular animals I'm meaning some normal horse alike mounts. Selection
of mounts used in this way would be race dependant and you couldn't get any
fansy drakes to ride without actually being high level in cavalier /
beastmaster guild.

I can't speak for your entire post, but about riding animals: Two currently
existing backgrounds offer enough riding skill to use light horses and mules.
THe problem is, there aren't a lot of public stables to buy/rent horses. I'll
put that on my to-do list. In the meanwhile, consider hiring a squire to tame
you a cow or sheep. It's worth it for the amusement factor alone.

Forms of travel could vary, civs get horseback, nomads get some form of speed
hiking, magical some form of carpet etc... but make the mandatory 12-15 levels
you take in background count.
