Give everyone enough Riding to ride a moose or donkey or sheep or

No. Nomads get enough riding to ride horses bareback, civilized gets enough
to ride horses with a saddle. Other backgrounds don't get riding because it
doesn't fit the theme of the background, or any of their guilds, or the fact
that they all have navs.
I disagree with this. Even though riding may not fit into theme of
religious/magical backgrounds, there are guilds within these backgrounds which
might have same basic riding skills as nomad/civilized. I'm talking about
heavy warrior guilds (or so they seem to be in my PoV) Templar, LoC and
Reaver. Also, someone already proposed a flying carpet to some magical guilds,
that wouldn't sound too shocking to me either.

riding skills. But then, historically, they'd get things like remote banking
too. There was a rumor that new LoC's would get some kind of riding ability,
and reavers would never get it (they'd just destroy the mount).
There is the possibility that existing guilds might get some kind of riding
ability in the future. But it's not getting added to everyone, that's 100%
certain.
