Some of us are 1st mate on a ship and it sucks to wait for owners to come dig
their ship from salvage, so if captain is not online, make 1st mate captain
(since that's how ships work in real world!) or allow captains to give 1st
mate permissions. Or just allow 1st mate to buy salvaged ship, not everyone
have 20m to put into a ship, come on.
