Just allow continental travel with normal nav spells, and make all of them
require reagents or make it so u it requires a reagent for cross-Continental
travel, same Continental u don't need, to travel to others u dont. increase
spell cost etc. This wanders thing is just another way to waste levels.

In theory, theory and practice are the same, but in practice, theyre not.
