If it isn't this way, can party leader be responsible for all ferry fees if
party follows him on? This way a malicious party leader can't drain members
bank account by exiting/reentering/exiting etc.

I'd rather not get into money management issues such as these. Some people
will like it one way, others will like it the other. Since the party leader
could always give cash to party members, it doesn't seem a vital need. Plus,
once you're on board, you're not boarding another ferry for at least a minute
or two, so can't really be bled out of cash that quickly.
Unless of course, your party leader is just bouncing on and off of the ship
like crazy, draining everyone's cash. I would recommend not following someone
who is so abusive

Fair enough. I don't like having money taken from me without my express
permission, but I can see it's a matter of personal preference -- even if it
supports more idle tanking!

debark at your destination. I mean, you automagically board and debark
anyway. This way, each person is responsible for their ferry fees, but
idiot party leader cant drain your bank account (altho, I see no percentage
in this at all as its draining leaders account too)
