Most of the high end level (and a few area-)quests are awarded to a single
person, but requires a full party to complete.
In a few rare cases it can be justified that for example only the party
leader
should get the quest, but in 99% of the cases the level-quests should be
awarded to the whole party. Quests like Akira, Henry, Baal, Zyll and a few
more comes to mind. I would even go so far to say that the amount of eq coming
into the game from \"party mobs - singleperson questaward\" would
have been way less if this was the case.
All in all: Change most quests that require a party to complete, so that
the whole party gets it accounted for as a level-quest if their current level
allows them do so.
For example, if someone, actually took 9x level 70 players and killed Henry
with this setup, well a grand deed done and they should all get the quest.
If you think this is worth changing, I have no problems writing a full list of
quests this applies to. I do realize it requires a lot of looking into
quest-code
and checks, but it would be a very nice feature

at least the minimum amount of research beforehand...

,well , you just did the search for me, if 50% of four randomlt named quests
are converted, chances are it applies to 50% of the quests that require a
party.
