Several years ago, someone (duke?) did a thing where you could do a random
reinc, and get some bonuses...some people really liked that!. Why don't they
either do the event again sometimes (yearly?), or another option...put a few
other flags into the reinc dialog...so you can choose some random stuff to
lower reinc taxes...random background and/or race as 2 separate options...adds
equivalent of a month time since last reinc each one of those...if picking
random bg and race, it would pick races that are in the more suitable side of
the bg you got stuck with...
