I have 134M xp, and my character is several years old with over 150d of
playing time. I don't think I'm much of a risk for spamming people with tells.
Yet, I haven't been able to send offline tells for over a month now because I
haven't regained to level 40 yet. Is level really the best way to restrict
basic game functionality?
Wanted: tell restrictions (e.g. offline, multi) to be switched to exp-worth,
or perhaps to an OR condition allowing level 40+ OR exp-worth of whatever OR
rebirth is true.
