Well in order to become an apprentice you can't be mid reinc and that
forces the apprentice to be a real newbie.. So I'm thinking...

Instead of giving a exp-saving bonus in the training room why not
give a exp bonus when the master is in party with his apprentice?
And what better way for an apprentice to learn then to lead the group!
(so no apprentice dragging abuse can occur) This actually promotes
1 on 1 time with two players engaged in playing the game and
of course the real apprentice tips happen in party channel.

P.S. just incase for those who missed, the apprentice must lead
the group for the bonus to be active

Wow, I think Blackstar has a pretty good idea here. I would tweak it to a two
level bonus. Small bonus when partied with the master, larger bonus when the
apprentice is leading. Because, you learn by observation and reinforce that
learning with practice.

I was an apprentice as a newbie, and it was great. Then I got force-reinced to
80% of my former self because I couldn't apprentice. Eventually, I reinced to
a new background and couldn't apprentice until after I had completed multiple
new guilds including guild quests.

Suggestions:
1. I know forced reincs are rare, but when they happen, forced players who are
apprenticed at the time of the reinc should be able to apprentice even with
safe exp.
2. Perhaps apprentice should be available regardless of safe exp for the first
time a player joins each guild (or maybe just by background).
3. There should be an absolute exp cap on apprenticing. Once you get over that
limit, you can can't become an apprentice.
