Interesting. I can spot a flaw in your plan though.
What if newbie X wants to lead a group to kill low-end mob Y with a real
newbie party? Noone in the group is above level 30 and noone has leadership?
Even if this probably never happens, I don't think we should rob them of the
opportunity.
