Player city portals and the ones in continental capitals are obviously two
different species. However, they are still portals and it would make sense if
they had same syntaxes (not transport and portal), even if the list of
available destinations would be different. Please, merge the portal code
somehow, or at least the syntaxes. "Portal" is not even a verb like most MUD
action command syntaxes are.
