Almost everything saves or recovers somehow if you forget to chest/store/dock/w
hatnot them over boot. Everything else except "regular" mounts.
I suggest that mounts you lead or mount would save over the boot, even if not
in stable. If there is a need to punish for this behavior, you can make them
appear hungry/exhausted after boot for instance. Or you can make them save
only mount + gear but not contents of saddlebags. Maybe it could be a special
item that has to be purchased for that mount that allows it to survive brief
periods of floating in the void ( read as: reboot ).
Gamelore realism aside, its mostly a playability issue, I don't know how many
people tend to just go ld with their eq on compared to how many still travel
to startloc and chest, but maybe that statistics could give some view on how
many people have switched their playing style to just let the game save
everything.
