I've made some changes to the ship cruising algorithms in attempt to prevent
you moro^H^H^H^Hwonderful sailors from beaching your ships onto mountains,
trees, scenics, etc. Let me or another wizard know immediately if there are
any problems as a result of this. Otherwise, this will hopefully be a nice
fix.

Basically, if you can't sail somewhere due to a height restriction, instead of
ramming your ship onto a beach...it'll stop in the ocean just outside of it.
This should be particularly nice for those who don't have lift magi and
somehow manage to sail themselves obscurely south on TOP of the Lucentium
Welcome Center, or other silly similar circumstances.
