How about coding some highbie areas? I don't mean for eq, I mean areas these
hordes of level plenty people that are currently raping the same mobs we
pitiful n00bs solo could go to.

That would require dropping small mob exp worth radically compared to the
player level to make those n00b (=cilwand) mobs not worth killing
