Exp that was spend on reincs should count for the rebirth
requirement(s). The effects are simple:
1. It would encourage people who are planning to rebirth
sometime in the future to reinc more, wasting more money
and exp, possibly preventing them from doing eq. It would
keep a large sum of players always "noobified" and never
making it past level 50.

2. People who like to reinc and have no shot of ever
obtaining that eternal status in their lifetime (yes,
you coders have made it possible for a casual player to
never, ever, make etertnal in their irl lifetime. good
job.)

3. The general attitude and overall happiness of newbies
would be enhanced, seeing as how they can now try out
different guild options and still have some progress
for rebirth.

adjustment is simple, either give previously birthed
highbies 'rebirth exp' for all the reinc taxes they had/have.
or dont. They rebirthed willingly under the old rules.
Well uhu-boho that every lazy mofo can't have everything. Bohohohooo! I like
to eat 2kg of chocolate ice-cream and cakes and just sit around on my fat ass
every day and night long, why can't I be slim and beautiful like those others
who take care of themselves?! Yhyhyhyhhbuhuhuhuu!! Rhibit!
