It is impossible to transfer trainers or any crew that are promoted above
level 4 (the level which requires trainers). Any other crew members may be
transferred from one ship to another via the normal transfer method at the
sailor's guild. How is there any ambiguity as to the intentions of the coding
party?

You really think that Melemkor thought to code up the transfer system for all
other crew members and then purposely left a loophole that allowed you to
transfer trainers by selling your ship, having someone else hire to your ship
and then buying your ship back? REALLY? I stand by my original point that if
someone honestly believes this then they are a moron.

Perhaps people did not realize that the transfer function existed and thought
that there was no "normal" way to transfer crew (as a few people have
mentioned to me in tells). If this is the case then I respect that and
understand where the confusion came from, but if you realize that a specific
function for transferring crew members was coded and crew members level 5 and
over and trainers were excluded from this transfer system, then it is mind
numbingly clear that those were never meant to be transferred.

As Blayke and Gotrek have both mentioned, debating whether or not this SHOULD
be allowed is one thing, but arguing that Melemkor's intentions are not clear
is ridiculous, imo.

The restriction on transferring trainers from one ship to another is mostly
because you would be able to transfer the trainers, train up your crew and
then transfer the trainers out, reusing them on another ship.
The same reason applies to crewmembers over level 4, you would benefit from
the trainers on more than one ship, that is not allowed. The selling of
trainers to others was not a major issue then, since back then, specialists
were not personal, anyone could go there and check if there were any
available, and they refreshed more often than once a boot.

Now, to address the slightly unfortunate randomness of the whole thing. Yes,
it is not fair, but it also does not favor anyone, it's random, a luck of the
draw, it does not involve anything else than that.
It could be done better, and we have even thought of making small quests
available that you could finish to be able to hire a trainer from time to
time, perhaps with some personal prot type thing. Sadly no wizard has had the
time to create such quests.

So for the time being, the best course of action is indeed to check the
trainers each day and hope for the best, the randomness might hit you one day.
Hopefully a wizard will have the enthusiasm to create quests sooner or later.
And a merchant could have the foresight to create level 1 boats, buy trainers
for them, and sell the fully staffed boat for a price. Of course that only
delegates the checking part to the merchant.

P.S. I did not address the issue of should the trainers be easier to check
with the current system. We'll see if that changes too, one day.
