Maybe a check should be coded such that an area/whatever can query the
relative power level of a character...and then the command would compare the
person to others in the game...something like "of the people who've logged in
in the last 90 days, is this person in the top 20%? if so, then highbie. Top
80%? If so, then midbie. Otherwise, they're a newbie. Rebirth exp counted.

Then when an area wants to block out highbies, it can be appropriate to the
current relative power level of players in the game!

Err, and what formula is that? Exp? Destwands in chests? Total amount of stats
in eqset? Exp invested in skills and spells?
Also, it's very very rare to "want" to block out highbies. The newbie mines is
just about the only place that does that.
I know this arises from the fact that I wrote that the barn is suitable for
'midbies' but that just means that highbies have nothing to gain from the
place, other than selling the gear - so that's why it's harder for them. It's
not as if I want to block them out. I just want midbies to do their own EQ
instead of raping duzelton for six months then buy a serpentyne.

Highbie/midbie/lowbie status is alot like pornography. Hard to define, but
you know it when you see it. Status is based on intangibles, knowledge of
game, general attitude, sense of community, etc... However, those aren't
quantifiable properties. Level, experience, skills, eq... those are
quantifiable, and thus sadly, those are all that wizards have to go by when
trying to tune their areas, events, eq, etc... Put someone who has never
played before in front of a computer with a level 100 character with full
badass eq, tons of boons, maxed out skills, and he's still a newbie.
