Not overlooked, not even a little. Purely intentional.
This can be looked at in either of two ways. Either cavaliers are the guild
you take if you're a knight or beastmaster, and want to get some mount
fighting ability -- or, cavalier is the guild you take to get mounting
fighting power in the first place, and you take knight or beastmaster to add
utility to your character. Your argument is a lot like saying "crimsons are
soldiers, they should be able to hit as hard as barbarians" or "merchants are
masters at lockmaking, they should be able to pick locks as well".
There's only so much stuff you're allowed to cram into a guild based on its
levels. 30 levels of squire/cavalier is not enough to get the utilitarian
combat skills (parry, csense, attack, etc) and also the nifty miscellaneous
mount abilities of the knight and the beastmaster. A level 30 squire/cav,
riding an appropriate mount, has better hitting and defensive power than a
level 35 crimson or ranger, and may very well have a special mount with its
own abilities too. That's fair...as long as they're mounted. If they get the
ability to heel/summon mount in addition to that, they can effectively remain
mounted at all times -- a level of power 30 guild levels doesn't deserve.
Those extra 15 levels are mandatory for game balance.
Cavaliers (at least, as far as this game is concerned) are masters of mounted
combat. That's it. For anything else, you need another guild.
