How about making so that the spell% affects the mana cost of the
spell directly, along with the mastery?
Also functional with skills. I find it pretty stupid to train anything to
100%, since it doesn't really have any real value on most cases.
And the effect could be logaritmic, like the last few % would affect
dramatically.

Spell % allready affects the spell cost. 95->110% drops spell cost
drastically.
So much for that idea? Eh?
