There was one other restriction I forgot to mention before - Lucentium and
Furnachia are not civilized enough to support player cities for now.

Ok, there were more areas on Lucentium than I was aware of. That continent is
now considered civilized enough for pcities. Furnachia is still a remote and
treacherous continent however.
