1) The amount of effort needed to get credit for killing a boss has been
reduced, since players killed the elder serpent so fast nobody got credit at
all.
2) You can check the map boards to see which shipments have been turned in so
far.
3) You can ask the shipment drop-off NPCs if you want to track down a
weapon/armour shipment that's not currently in possession of a player. You can
only track one shipment per faction, reset when you successfully turn in a
shipment. (takes reboot to update)
