Banks should now ask for confirmation when you attempt to transfer to
players who haven't been logged on for some time (limit now 3 months).
Effective after boot for most banks, Batcity bank effective immediately.
Bugs/whines to me.
The reason was to help prevent accidental transfers to wrong people.
You can override this with 'transfer -f <arguments>'.
